Monitoring and evaluation officer

Rikolto (formerly VECO East Africa) is a Belgian International NGO which operates in 7 regions in 18 different countries in Africa, Latin America, Asia and Europe. Programs are delivered through Rikolto Tanzania (Kilimanjaro, Arusha and Manyara Regions) and Rikolto Uganda (Eastern Region). Rikolto’s mission is to enable and support smallholder farmers to take up their role in rural poverty alleviation and to contribute to feeding a growing world population in a sustainable way. As a result, Rikolto aims to:

  • Create an enabling environment for smallholder farmers: policy & regulatory frameworks, market mechanisms, extension services, seed and input supply systems, credits for smallholder farmers and organizations, engagement and actions of societal actors
  • Promote the business case for chain actors (buyers, traders, processors, distributors, retailers) and smallholder farmers (and their organizations) to engage with each other and establish linkages.
  • Support smallholder farmers to organize themselves and build the necessary capacities to create economies of scale, guarantee quality, food safety and sustainability.

Job purpose

  • Contributing to the achievement of Program Learning and Accountability system objectives
  • Designing and implementing the Monitoring & Evaluation activities of Rikolto


  • Develop and strengthen monitoring, inspection and evaluation procedures
  • Monitor all project activities, expenditures and progress towards achieving the project output
  • Recommend further improvement of the PLA framework
  • Develop monitoring and impact indicators for the project success
  • Monitor and evaluate overall progress on achievement of results
  • Monitor the sustainability of the project's results
  • Support monitoring and evaluation of the effects and impact of the programme
  • Provide feedback on project strategies and activities including ways to overcome bottlenecks which constrain efficiency and/or effectiveness of the project
  • Report monthly, quarterly, half-yearly and annual progress on all project activities
  • Participate in programme reviews and planning workshops and assist in preparing relevant reports
  • Assist the project personnel with M&E tools and in supporting them in their use
  • Perform other duties as required;

Expected outputs

High quality and timely data collection and analysis

  • High-quality survey processes, including Mid Term and End Term review processes
  • Support to Country Manager and Programme team in preparing reports
  • A Management Information System that enables staff and partners to easily extract useful data for analysis and decision making
  • Improvements to PLA/M&E system including data management and analysis processes
  • Education and experience
  • Bachelor’s degree in statistics, demographics, public policy, international development, economics, or related M&E field required.
  • An advanced qualification in M&E, statistics, or economics is preferred.
  • At least 3 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/Development projects/programmes
  • Experience in designing tools and strategies for data collection, analysis and production of reports
  • Proven ICT skills, especially in the development of MIS software using database software
  • Expertise in analyzing data using statistical software
  • Strong training & facilitation skills
  • Able to ride a motor-bike with a valid riding permit

Knowledge and skills

  • In-depth knowledge on MIS, M&E and development approaches and methodologies
  • Good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities;
  • Organizes and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships
  • Plans, coordinate and organizes workload while remaining aware of changing Priorities and competing deadlines
  • Establishes, builds and maintains effective working relationships with staff, partners and clients, ensuring sensitivity and responsiveness to their needs
  • Excellent communication skills (written and oral). Fluent in English
